Budgie's right up there
Both with the Banshees and The Slits
An obvious choice but he really drives Spellbound...
...and displaying his more subtle riddims here on Newtown....

The list of GREAT Punk drummers is endless, but i'll highlight some of the best that don't get enough credit, IMO. DON BOLLES - THE GERMS if you listen to this on a decent pair of headphones, the kick Drum work is just astonishing!

Bonham and Moon for me, Bonham as instantly recognizable and Moon because he breaks all the rules and becomes something beyond a "drummer".
Punk? Gotta be Topper hasn't it? His jazz background gave him such a grounding he could play anything.

Decca Wade of the Angelic Upstarts was in the upper echelon of punk drummers. His shuffle on this number is both swinging and brutal
